Safety case context
The building safety case answers the question "is this building, with its current management arrangements, an acceptable level of risk to its residents?" The FRA addresses a narrower question: "what fire risks exist in the common parts and what reasonable measures should the Responsible Person take?" The two documents inform each other and overlap on evidence, but they are distinct.
For the building safety manager, the FRA is one of the input documents the safety case references. The fire risk findings, the reasonable measures the RP has put in place, the action plan close-out evidence: all of this feeds into the safety case argument. A weak FRA produces a weak safety case input. A strong FRA, with traceable evidence and a defensible methodology, produces a strong input the PAP can lean on under BSR scrutiny.
Audit grade

Resident engagement
The Building Safety Act 2022 requires the PAP to operate a resident engagement process and a complaints system that allows residents to raise building safety concerns. Many of those concerns will be fire safety related: storage in escape routes, propped-open fire doors, faulty fire safety equipment, vulnerable resident evacuation arrangements. They feed back into the next FRA review.
For the building safety manager, having the FRA workflow capture where a finding originated from a resident concern (rather than from the assessor's observation alone) is part of the audit trail the BSR is interested in. No. FRA Flow handles the FRA-shaped part of the work: BS 9792-led capture, drafting, review and sign-off. The safety case sits at a higher level and is typically managed in a separate safety case management system or document set. FRA Flow produces the FRA component the safety case references.
For each HRB, FRA Flow keeps the full evidence chain: observations linked to locations, findings linked to evidence, reviewer sign-off, content hash, timestamp. When the BSR asks for the FRA on a specific building, the building safety manager can produce the report PDF and the supporting evidence pack in one export.
No. The audit grade and evidence linkage discipline FRA Flow applies are the default, not a premium feature. HRB stock benefits because the discipline matches what the safety case process expects, but the underlying workflow is the same as for non-HRB stock.

A significant change to the building (cladding work, fire door replacement, change of evacuation strategy, etc.) triggers a re-assessment. The new assessment references the previous baseline; the audit trail records what triggered the re-assessment and how the new findings compare. This is the trail the safety case process needs to demonstrate active risk management.
All customer data, including database, file storage, and AI inference, runs in UK or EU regions only. Nothing leaves the European Economic Area.
