PEEP.

A Personal Emergency Evacuation Plan: a tailored evacuation arrangement for a specific resident whose needs are not met by the generic evacuation strategy. Common in sheltered housing, supported housing, care homes and any setting with vulnerable residents.

When PEEPs are used.

PEEPs are most common in residential settings with vulnerable residents: sheltered housing, extra care, supported housing, care homes. They can also apply in general residential where a specific resident has needs that the generic strategy does not address. The Equality Act 2010 requires reasonable adjustments for disabled residents, and PEEPs are one of the standard mechanisms used to provide them.

PEEPs and the FRA.

The FRA records that the dutyholder considered PEEP arrangements where relevant. The PEEP itself, with the resident's personal details, sits in the dutyholder's resident records system rather than duplicating into the FRA dataset. The FRA records the existence of the PEEP and the assessor's view on its adequacy in light of the building's evacuation strategy. The Personal Emergency Evacuation Plan Regulations have been proposed but not yet in force; current practice is shaped by Equality Act duties and competent FRA judgement.
