Methodology

BS 9792:2025
The current British Standard code of practice for fire risk assessment in housing. Replaces PAS 79-2:2020. Read the deep dive at /standards/bs-9792.
PAS 79
The publicly available specification that preceded BS 9792 (PAS 79-2:2020 for housing, PAS 79-1:2020 for general buildings). Still referenced in legacy reports.
Regulation
Regulations: why the assessment is a legal duty.
Fire Safety Order 2005
The Regulatory Reform (Fire Safety) Order 2005 (FSO). The principal statutory source of the duty to carry out a suitable and sufficient fire risk assessment on the common parts of relevant premises.
Building Safety Act 2022
Adds duties on higher-risk residential buildings (HRBs), creates the Principal Accountable Person and the Building Safety Regulator. The FRA is one component of the safety case.
Fire Safety (England) Regulations 2022
Operational duties on the Responsible Person in England: fire door checks, evacuation information, secure on-site information for fire and rescue services. Sit alongside the FRA itself.
