Building Safety Regulator.

The regulator established under the Building Safety Act 2022 to oversee higher-risk buildings in England. Sits within the Health and Safety Executive (HSE) and has powers across the design, construction and occupation phases of HRBs.

BSR functions for occupied HRBs.

For an occupied HRB, the BSR maintains the register of HRBs, issues Building Assessment Certificates, has powers to direct the Principal Accountable Person to take specified actions, and ultimately can prosecute breaches of the BSA duties. The BSR is therefore the regulator the PAP interacts with as the lead duty-holder.

BSR for new HRB design and construction.

For new HRB projects, the BSR is the building control body. It approves the building control application at Gateway 2 (before construction can start), inspects during construction, and issues the completion certificate at Gateway 3 (before occupation). This replaces the local-authority and approved-inspector route that applies to other buildings.
