Principal Accountable Person.

The lead duty-holder for a Higher-Risk Building under the Building Safety Act 2022. The Accountable Person that holds the legal estate or relevant repairing obligation for the structure and exterior of the building, and the entity the Building Safety Regulator interacts with as the lead.

How the PAP is identified.

A building can have multiple Accountable Persons (APs), each with a legal estate or repairing obligation in the common parts. The PAP is the AP that holds the legal estate or the relevant repairing obligation for the structure and exterior of the building. Most HRBs have a single AP, who is therefore also the PAP. Buildings with mixed ownership or complex tenure can have several APs and one PAP.

PAP duties.

The PAP registers the building with the BSR, applies for a Building Assessment Certificate, prepares and maintains the safety case report, complies with information and resident engagement duties, and responds to BSR direction. The FRA on the building is one of the input documents the safety case rests on; the PAP is therefore a key audience for the FRA report.
