Relevant person.
A term from the Fire Safety Order 2005. A relevant person is anyone whose safety the fire risk assessment must consider, including occupants, visitors, contractors and emergency responders. The scope of "people at risk" the FRA evaluates.
Who counts as a relevant person.
Relevant persons include: anyone who is or may be lawfully on the premises, including residents (in housing), employees and visitors (in workplaces); anyone in the immediate vicinity of the premises who may be at risk from a fire on the premises; emergency responders attending an incident on the premises. The scope is intentionally broad because the duty extends to all of these groups, beyond the everyday occupants.
How the FRA addresses relevant persons.
Each relevant person group requires consideration in the FRA. Vulnerable resident profiling identifies residents who may need assistance to evacuate. Visitor and contractor arrangements are addressed in the management section (induction, sign-in, supervision). Fire and rescue service access is the dedicated section under Approved Document B Requirement B5. The FRA does not need to name individuals; it needs to demonstrate that the dutyholder has considered each category.
